Executive and Caucus Work Descriptions

This article offers a brief description of the duties, responsibilities, and required hours of CUPE 3913 Executive and Caucus positions. Open Positions

‘Open’ positions are those in which the current member occupying the position will not be running in the 2021 election.

Please Note: The duties and responsibilities listed below are considered as top priority. Each position has additional duties and responsibilities.

Executive Committee

As a whole, the Executive Committee is expected to:

  • Attend all Executive meetings. If a member fails to attend three (3) consecutive meetings without a good reason, their position may be declared vacant;
  • Sit on three (3) additional committees other than the Executive Committee.

Vice President Internal (VPI)

Required Work Hours (per week): 5

The VPI is expected to:

  • Record minutes of the Executive Committee meeting;
  • Assist in maintaining and updating the CUPE 3913 website;
  • Be a member of the Internal Committee, Finance Committee, and Bargaining Committee.

Vice President External (VPE)

Required Work Hours (per week): 5

The VPE is expected to:

  • Liaise and maintain relationships with other labour groups on campus;
  • Communicate with campus groups;
  • Be a member of the Health and Safety Committee, External Committee, and Bargaining Committee.

Equity Officer

Required Work Hours (per week): 2.5

The Equity Officer is expected to:

  • Engage and represent members who identify with a traditionally marginalized or oppressed constituency or an underrepresented member group;
  • Liaise with campus and community groups to engage and educate members on identity-related issues;
  • Chair and call meetings of the Equity Committee.

Member Representatives (there are four (4) available positions)

Required Work Hours (per week): 1.88 (as of May 1, 2021)

Member Representatives are expected to:

  • Be a member of committees and groups that the Local participates in at the University and in the wider community;
  • Be a member of the External Committee and of either the Bargaining Committee, Bylaws Committee, or the Internal Committee.

Contested Positions

‘Contested’ positions are those in which the current member occupying the position will be running for in the 2021 election.

Executive Committee

As a whole, the Executive Committee is expected to:

  • Attend all Executive meetings. If a member fails to attend three (3) consecutive meetings without a good reason, their position may be declared vacant;

President

Required Work Hours (per week): 10 (as per bylaws; the current president works under a Limited Term Appointment approved by the Executive Committee and the Membership that requires 35 hours per week).

The President is expected to:

  • Be the spokesperson for the Local, its Head Administrative Officer, and be responsible for its running;
  • Represent the Local with the Employer (University of Guelph);
  • Call and chair meetings of the Executive Committee, both Labour Management Committees (Internal and External), and the Bargaining Committee.

Finance Officer

Required Work Hours (per week): 1.88 (as of May 1, 2021)

Finance Officers are expected to:

  • Chair and call meetings of the Finance Committee;
  • Ensure that the Local’s funds are used only as authorized or directed by the
  • CUPE Constitution, Local bylaws, vote of the Executive Committee, or vote of the membership;
  • Be a member of the Bylaws Committee and Bargaining Committee.

Grievance Officer

Required Work Hours (per week): 5

Grievance Officers are expected to:

  • Chair and call meetings of the Grievance Committee;
  • Attend all meetings related to grievances, including arbitration meetings;
  • Meet with members about grievances and grievance-related matters.

Health & Safety Officer

Required Work Hours (per week): 2.5

Health & Safety Officers are expected to:

  • Call and chair meetings of the Health & Safety Committee;
  • Represent CUPE 3913 at the Central Joint Health & Safety Committee;
  • Complete certification to perform health and safety inspections at the University of Guelph.

Unit 1 Steward

Required Work Hours (per week): 5

Unit 1 Stewards are expected to:

  • Co-chair and call meetings of the Stewards Committee with the Unit 2 Steward;
  • Be a member of the External Labour Management Committee and Grievance Committee;
  • Assume the duties of any vacant College or Department Steward position.

Unit 2 Steward

Required Work Hours (per week): 5

Unit 2 Stewards are expected to:

  • Co-chair and call meetings of the Stewards Committee with the Unit 1 Steward;
  • Be a member of the External Labour Management Committee and Grievance Committee;
  • Assume the duties of any vacant College or Department Steward position.

Caucus

As a whole, Caucuses:

(a) have the focus of a traditionally marginalized or oppressed constituency or an

underrepresented member group (all members of a caucus must self-identify as

members of the constituency that the caucus represents except in the case of

underrepresented member groups).

They must:

(b) be chaired by a member of that caucus. All caucus chairs will report to the Equity

Committee.

The contested Caucus chairs for the 2021 Election are:

  • GSA-1 Caucus
  • International Teaching Assistant Caucus
  • Members with Disabilities Caucus
  • Queer Caucus
  • UTA Caucus
  • Women’s Caucus

The new (and open) Caucus chairs for the 2021 Election are:

  • Black Caucus
  • Indigenous Caucus
  • People of Colour Caucus.
